I bought the US version of the C64 Mini. I noticed all the pre-loaded games run in 60 Hz. They are all NTSC versions I think.
I put my own PAL games on the USB stick, and named them correctly, e.g.
"Nebulus_TP.d64"
To force Nebulus to run in PAL mode. However, the game still runs in 60 Hz and way too fast. For example, the timer should be seconds, but on my machine, it runs way faster then seconds (stopped with a stopwatch).
It seems the flag TP does something, but doesn't really force the game to run in PAL speed at all. It seems it is running in PAL/60 not PAL/50.
How do I force my C64Mini to run in PAL 50 Hz mode, e.g. output 50 Hz over HDMI instead of 60 Hz, and ensure scrolling and gameplay in PAL games is not too fast.
Maybe the machine cannot output 50 Hz over HDMI, but at least it should slow down the game, so the game is the same speed as on a PAL C64.

UPDATE: Well, I tried playing around with a PAL version of Commando that I have, and I had the same results. I just couldn't get it to play at the slower PAL speed. I guess it's not any worse than my real C64. At least with TheC64Mini I can play PAL games, which my real C64 won't do in some cases.

Just a suspicion: Does your monitor support 50Hz Output at all? Maybe the Mini switches back to 60HZ Output (and the faster speed) if the Monitor/TV is locked to 60. Stuff "feels" correct on my large TV; unfortunately unlike the one I had two years ago it does display the refresh rate of the input signal so I can't check whether it is at 50 or 60. You will know if you play Nebulus (PAL), because the timer will not count seconds, but much faster in 60 Hz. Just use the stopwatch on your smartphone and compare 30s of in-game timer (on the top) to 30 real seconds.
