Soko-ban controls?

I am having trouble figuring out the controls for Soko-ban.

I can get the game started. In the lobby I select the elevator to start. 

It then shows a screen with 4 levels on the left side of the screen and check boxes on the right for time, load game, load tourney and cancel.

I can't figure how to start a level. Arrow keys and the joystick don't appear to do anything. Hitting enter toggles between #1 and cancel.

Any help would be greatly appreciated.
