For Paddles to work in VICE, they have to work like a mouse, VICE only supports Mouse movements so someone would have to make a adapter thats makes them work like a mouse, Paddles do not work in VICE cause it dose not support Analogue controllers, paddles are analogue, it down to the VICE Team to add them and they will never be added to a old version of VICE.

If the old vice only works with mouse controllers there's a way to easily mod Atari paddles to make them USB ready for things like RetroPie by putting a mouse control board inside the paddle. The optical sensor is positioned to see the movement of the backside of the Atari paddle's pot by gluing a plastic disc on it or making a disc out of even stiff card stock paper. You paint a line on the disc so the sensor can sense the movement. There's videos out there on doing it. Pretty simple project. I've been meaning to modify an Atari paddle for this. The Icode Atari to USB adapter I have supposedly will allow Atari paddles to work with RetroPie and other modern emulators. I think though for Atari games you have to use the Stella emulator and do some tweaking to the emulator controls for input. Not sure if stuff like mame requires this too because I haven't tried paddles with RetroPie yet.
