Thought it would be fun to hear what people think were some of the best arcade ports for the C64. Here's a few of my picks:
Zaxxon, Dig Dug, Moon Patrol, Pacman, Donkey Kong, Gyrus, Defender, Satan's Hollow, Joust (a unreleased official game was recently found by somebody), Scramble (there is a excellent port that came out in recent years), pole position, bubble bobble, buggy boy.
If you can think of any others please share them.

Spy Hunter, for sure! Forgot about that one!
Btw, I'm sure I'm forgetting a few cartridge based games that were officially released by Atari for the C64. They surprisingly did some very good ports on cartridge, which is limited to being only 16k in size.

Shinobi and Ghosts N Goblins, for sure forgot about those too. The others you listed I mostly wasn't familiar with in the arcade.
Oh, forgot, there's some fantastic Frogger ports for the 64 but I can't remember if the official one was any good or if it was unofficial or later ports in modern years that I'm thinking about. Just like Scramble. The official or at least some kind of commercial port back in the day was ok but the one that came out a few years back is really as good as it gets.
Off topic a bit but one of my favorite games I'd play in the arcade was Gravitar. Check it out in mame if you haven't. Ever since gravitar I've always been a fan of gravity crawler style space and cave games, such as Thrust or Space Taxi for the 64.
Another port I think they made for the 64 was Jungle King. If I'm remembering right and not thinking of it on the Amiga or something it was a pretty good port. That's another game I was hooked on in the arcade.
Few others I think there's probably decent ports for on the 64 if I remember right were Galaga, Galaxian, and Gorf.
Oh, and of course Arkanoid and it's sequel were just about exact copies of the arcade and really good games.

I couldn't remember enough about it to google it and get an answer, but your one Gravitar comment got me. I looked at that game and it was so similar to the game I couldn't remember but it was enough to get me to find it in 5 minutes. Wow... so awesome. Thank you. The trigger is it had to be an atari VECTOR game. Duh. BTW. the game was: Atari's Space Duel 1982. So jazzed. Of course vid below is an emulator of some kind.

Cool. Your welcome. Btw fun fact about Gravitar. It was deemed too difficult for most and so it's rare to find an actual real Gravitar arcade machine these days because most were converted to another game, which I think was Tempest if I remember right.
Another C64 port people seem to like is Paperboy. I remember a friend who liked playing it in the arcade was addicted to it on the 64.
I remember being completely excited when the excellent port of Moon Patrol came out for the 64, because for over a year I would sink my lunch money into that game at the corner store. The graphics and game play are almost a perfect match to the arcade. Same with Zaxxon.
One game I was disappointed in as a port was Congo Bongo. They could have done a much better job on the graphics and such.
Few other great ports that come to mind are Wizard of War, Time Pilot, Battlezone, Rampage, Bosconian, Burger time, and Berserk. I think Centipede was probably also a good one.
I think Hunchback Of Notre Dame, or maybe it was just called Hunchback, was also an arcade port. The graphics and gameplay on that is pretty good.

Another arcade port that's pretty good, although that's not saying much cuz the game was never exactly all that fun to begin with, is Kickman. The thing I remember most about this game in the arcade was the screen sat way back in the machine, or at least appeared to be, and made for a very dark background with vibrant neon like colors.
Btw, I ran across it by watching preview mode on RetroPie drinking my morning coffee. Preview mode is a great way to discover new games or jog your memory about ones you'd forgotten about. I have the settings for it set so that it starts up after 30 seconds of inactivity and for each video preview clip to only last about 15 seconds. That way you get to see many video clips of random games in a short amount of time.

Another great arcade port I just remembered and used to play a bunch on the 64 is Mario Brothers, and I'm not talking about Super Mario Brothers. The game looks pretty simple but it's surprisingly addictive, and it's graphics are good. In the game you jump to bump the ceiling to flip over the turtles on the level above you and then you have to go up to that level and kick the turtles to destroy them. I'm pretty sure I remember this being a port from an actual arcade game and the graphics were a complete match.

Couple more good arcade ports for the C64 I just remembered: 1942, and it's sequel 1943.
Oh, and Pooyan. I think that was originally an arcade game.
And I think they made a C64 port of Omega Race too. It was a really good game on the Vic20 for sure, and I think I remember playing it on the 64 too and it being real good.

Wasn't there a arcade port called Cobra, based on the Sylvester Stallone movie? Not sure if it came out in the arcade but I vaguely remember a friend being hooked on that game on the C64.

The history of Midnight Resistance Arcade game. It goes on to review home computer and console ports. The C64 version is reviewed at around the 13 minute mark and the Amiga version is reviewed around the 15 minute mark. By the way this channel does excellent videos of this type doing an overview of the origins of arcade games and then covering their home ports.

A Defender port said to be better than the official one.
And a Phoenix port done by the same guy which is also said to be pretty good too. Both of these arcade ports were early games written for the C64 I think? I'm amazed that despite having tons of games for the C64 back in it's day there's still a lot of gems out there I never heard of.
